EXCLUSIVE: Controversy over spending for security at Birmingham event

Controversy heats up over funding for a concert held the same day as the Magic City Classic.

The Mayor's Office tells ABC 33/40 that all available officers were assigned to the football game October 26. Councilor Steven Hoyt, a Birmingham City Councilor, says the Council had no choice but to hire Jefferson County Sheriff's deputies to provide security for a Council-sponsored concert in Railroad Park.

However, a City of Birmingham spokesperson tells ABC 33/40 it's against the rules to pay county workers with city funds. In fact, the director of the city's human resources department sent ABC 33/40 the rule from the Personnel Board of Jefferson County that says employees can only be employed by one jurisdiction at a time.
