Electronic cigarettes behind bars

Inmates at the Russell County Jail in Phenix City are not allowed to smoke regular cigarettes, but are now able to buy the electronic version. Russell County Sheriff Heath Taylor says that the electronic cigarettes are now on sale for $18 each. He thinks allowing the smoking devices will result in calmer, better-behaved inmates and also cut down on contraband tobacco, which is one of the facility's biggest problems.

The battery powered e-cigarettes deliver nicotine through a smoke-like vapor. Sheriff Taylor says there is no expense to the county, and the jail actually makes $4 to $5 from each electronic cigarette sold.
