In Bessemer, city council members will soon vote on a spending plan, that would boost the city's overall budget by $2.4 million. The vote is set for Tuesday. The new budget would include a 4% cost-of-living raise for city employees. Bessemer faced a $3 million deficit when Mayor Kenneth Gulley took office two years ago. A penny-sales-tax increase helped wipe that out.
