Birmingham's debt problems is getting some relief. The debt is reduced by 100 million dollars. In turn, it increases the city's debt capacity. It's the lowest debt ratio since 1999. In a statement, Birmingham mayor, William Bell, says "During a time of financial recession, the city has been able to not only maintain fiscal responsibility, but also reduce its debt putting us in a position of moving capital projects forward in the city via the bond referendum."
