Birmingham Mayor William Bell expects the third time to be the charm.
Tuesday, he will ask city council to set a date for his proposed $150 million bond referendum. He hopes that will be October 9th.
If approved, half the money would be used now to fund major city projects. The other half would be held for future use.
Some council members have questioned whether this is the right time for big spending.
