Lawsuit blocks Secure Communities program

Homeland Security Secretary Janet Napolitano says a lawsuit stands in the way of expanding a program to identify illegal immigrants in Alabama jails.  The Secure Communities program is already used in some parts of Alabama, but Napolitano says moving it into other parts of Alabama can't happen until the lawsuit has cleared through a Federal Appeals Court.

Secure Communities is already in use in other states with tough immigration laws.  In those states, it was in place before the laws took effect.
