Birmingham - Birmingham Mayor Larry Langford plans to put $26 million dollars into the city's new general fund budget.
The problem is council members say that money is earmarked for capital projects and shouldn't be in the general fund.
The mayor counters the money is a surplus from the last fiscal year and can be used for general expenses.
"Surplus, by law, forwards into the next years budget. The same thing has occurred with the $26 million we're talking about," Langford said. "At the end of the year, we have a $26 million surplus to roll over into this budget. A two-year-old child would understand that!"
"Look, Mayor Kincaid begged, or questioned, when he was in the second term. He said, 'give me a council that will work with this city, and we'll move it forward,'" he added. "I'm telling you now, give me a council that will stop playing games, and we'll change Birmingham overnight."
The city spending priorities include better infrastructure, such as re-paving more roads in the city.
