Birmingham, AL - In a report filed late Tuesday, two special masters appointed by a federal judge to research and report on the sewer debt crisis, recommended that the county implement non-user fees to help pay off the $3.2 billion dollar debt. The list of recommendations includes a $30 per month fee for businesses and individuals who have access to the sewer system but are not currently tied on. It also recommends a $20 per month "clean water" fee for businesses and individuals who do not have access to Jefferson County sewer lines and currently use another system or septic tanks. All County Commissioners are being provided copies of the report. In a letter attached to the report, the special masters say the need to implement the recommendations will depend upon many factors, including whether the Alabama Legislature will enact legislation allow the county to apply certain sales tax revenues to refinance the sewer debt.
